Roslavl Railcar Plant to Supply Georgian Railway With 200 Freight Railcars Under a $9.6 Million Direct Contract

TBILISI, September 23, 2026 — Georgia's state railway operator Georgian Railway (GR) will purchase 200 new freight railcars from Russia's JSC Roslavl Railcar Repair Plant (RRRP) in the Smolensk region under a direct procurement contract worth $9.6 million excluding VAT. The contract terms were published on the website of the Georgian State Procurement Agency and reported by the Georgian business publication bm.ge; the rolling stock must be delivered within 60 calendar days of signing.

Contract terms at a glance

The direct procurement agreement sets out the commercial and technical obligations of the Russian manufacturer in full:

Part of Georgia's $1.7 billion railway modernization

The 200-car order fits into a broader investment program. In April 2026 the Georgian government announced a large-scale modernization of the country's railway with investments of $1.7 billion until 2036. The program plans the purchase of 50 new locomotives and 1,500 new railcars, so the Roslavl contract represents an early tranche of the rolling-stock renewal rather than a one-off deal.

About the Roslavl plant's product line

The Roslavl Railcar Repair Plant has been producing railcars since the early 1990s, starting with tank cars for transporting petroleum products. Its serial production range has since expanded:
