Rosseti's 2025 Investment Program for Distribution and Trunk Grids to Reach Around 700 Billion Rubles
VLADIVOSTOK, September 9, 2025 — PJSC Rosseti, the company that manages Russia's distribution and trunk power grids, will direct around 700 billion rubles to its investment program for the distribution and trunk systems in 2025, CEO Andrei Ryumin told Interfax in an interview on the sidelines of the 2025 Eastern Economic Forum in Vladivostok. According to the chief executive, funding sources for the current year are in place, and the company has already opened active discussions on the program for the next year.

A 700 billion ruble program for the power grid
"I believe that the total investment program for the distribution and trunk systems in 2025 will amount to around 700 billion rubles," Ryumin said, summing up the expected scale of grid investment for the year. He stressed that the financing question for 2025 is closed: "Funding sources for this year are available."
At the same time, the company is already looking beyond the current cycle. "We are currently actively discussing the next year," the CEO noted, pointing to ongoing work on the parameters of the 2026 investment program.
Revision against the backdrop of high interest rates
The final figure is noticeably lower than the initial plan. Earlier, at the 2025 St. Petersburg International Economic Forum, Ryumin said that Rosseti hoped for an increase in the investment program for 2025 compared with the level of 2024.
"If we talk about numbers, this year we had an investment program of 760 billion rubles planned, which is almost 100 billion rubles higher than last year. But unfortunately, we all understand the current realities and the high interest rate. We are currently revising our investment program," the head of Rosseti explained.
Five years of investment growth
Despite the revision, management counts on preserving the positive dynamics. "But I still hope that the 2025 investment program will exceed the 2024 investment program. And we will maintain the annual trend of increasing investment that we have had over the last five years," Ryumin said. Thus, even in the conditions of tight monetary policy and an expensive cost of financing, the grid company is trying to keep the five-year trend of annual investment growth intact.
