Mawarid Turbine Launches First Phase of $200 Million Wind Turbine Factory in Oman's Duqm Zone

Muscat, 13 April 2025 — Mawarid Turbine Company celebrated the launch of the first phase of a specialised wind turbine factory in the Special Economic Zone at Duqm (Sezad) in Oman. Investment in the first phase is expected to exceed $200 million, and the plant is designed for an annual production capacity of up to 1,000 megawatts (MW) across two types of turbines. Commercial operations are scheduled to begin in 2026, and the project is expected to create approximately 1,080 job opportunities, making the Sultanate the region's first hub for wind turbine manufacturing.

First phase launched in Duqm

The inauguration ceremony on Sunday, 13 April 2025, was presided over by Oman's Minister of Energy and Minerals, Eng. Salim Nasser Al Aufi. According to the announcement, the facility will support Oman's renewable energy ambitions by supplying locally manufactured turbines for wind farms across the country and by contributing to the localisation of renewable energy technology.

The minister said the plant's annual capacity of 1,000 MW would "support many ambitious projects planned for implementation over the next two years", and that he hoped the first phase would begin production by the end of next year. Al Aufi added that the main aim of the factory is to supply wind power plants, with production beginning in mid-2026, and that it will also supply materials for wind energy projects currently under construction while creating employment opportunities for job seekers. He described the project as a reflection of Oman's commitment to transitioning to renewable and clean energy.

Agreements signed at the launch

The inauguration ceremony also witnessed the signing of several agreements and memoranda of cooperation:

  • Shanghai Electric Wind Power Group — the first and second agreements between Mawarid Turbine and the Chinese group cover technology licensing, a research centre, knowledge transfer, preliminary and technical design of manufacturing systems, and the supply of wind turbines for several pilot wind farms. They were signed by Mustafa Mohammed Al Hinai, CEO of Mawarid Turbine, and Wei LiWang Yong, Chairman President of Shanghai Electric Wind Power Group.
  • CID (Gulf) — a third agreement covers the detailed design of the Mawarid Turbine factory for manufacturing wind turbine components in Duqm. It was signed by Al Hinai and Tariq Najib Al Khonji, CEO of CID (Gulf).
  • OQ Group — a memorandum of understanding to establish a wind turbine manufacturing plant in Duqm, signed by Al Hinai and Ashraf Hamad al Maamari, CEO of OQ Group.
  • Ministry of Labour and Authority for Public Services Regulations (APSR) — a memorandum of cooperation with Mawarid Turbine Company to train and qualify the first batch of 350 national job seekers, equipping them with the skills required for technical and specialised positions in the renewable energy manufacturing sector.

Al Hinai called the launch a significant milestone — "the first of its kind in the region" — in wind turbine manufacturing and the localisation of integrated renewable energy technologies. "The launch of the first phase will help reduce costs and logistical expenses, while providing high-efficiency products to both local and international markets," he said, adding that the project opens broad prospects for exporting Omani expertise and products, creates numerous direct and indirect job opportunities, and enhances local content and value addition. He said the company is moving towards strategic partnerships based on industrial integration, technological innovation and knowledge transfer.

Wuei Lei, who witnessed the signing ceremony, said the strategic partnership reflects the strong cooperative relationship between Oman and China, underpinned by longstanding historical ties. He emphasised that the project would support the transfer of advanced technologies and attract high-quality investments to Oman, while contributing to the country's sustainable energy transformation, energy security and the development of a knowledge- and innovation-based economy.
