Lukoil-West Siberia, EKTO and Polyplastic Group Establish Kogalym Polymer Pipe Plant to Produce 500 km of Oilfield Pipes a Year

KOGALYM, 17 December 2024 - Kogalym Polymer Pipe Plant LLC (KPPP), a joint venture of investment company EKTO LLC, Lukoil-West Siberia LLC and Polyplastic Group LLC, was registered on 16 December in Kogalym, in the Khanty-Mansi Autonomous Okrug. The company will manufacture flexible polymer-reinforced pipes for the oil and gas industry. The plant is designed for 500 km of Polyfibron polymer-reinforced pipes with a diameter of up to 150 mm a year, its launch is scheduled for 2026, and estimated investment in the project stands at up to 4 billion rubles.

Ownership and charter capital

According to materials from the Unified State Register of Legal Entities, the joint venture brings together an investment company, the regional subsidiary of an oil major and the leading polymer pipe manufacturer, with the stakes distributed as follows:

  • EKTO LLC - 64.9% of the shares; the company's beneficiary is Yusuf Alekperov;
  • Lukoil-West Siberia LLC - 25.1%;
  • Polyplastic Group LLC - 10%.

The charter capital of Kogalym Polymer Pipe Plant LLC is 100 million rubles.

Product and project parameters

The plant will produce flexible polymer-reinforced Polyfibron pipes for oil and gas applications, with a diameter of up to 150 mm. Polyplastic Group's press service told Interfax that the facility is being built in the interests of EKTO LLC and Lukoil LLC, the main shareholders of the project. The key parameters of the new production are:

  1. design capacity: 500 km of polymer-reinforced pipes a year;
  2. estimated investment: up to 4 billion rubles;
  3. location: Kogalym, Khanty-Mansi Autonomous Okrug;
  4. scheduled launch: 2026.

Role of the partners

"The plant is being built in the interests of EKTO LLC and Lukoil LLC, which are also the main shareholders. The role of Polyplastic Group LLC in the project is to provide technological support for the production process, taking into account our expertise in high-tech pipe production," Lev Gorilovsky, Board Chairman of Polyplastic Group LLC, said.

EKTO LLC is an investment company with interests in small FMCG assets (production of energy drinks), information technology, oilfield services and industrial assets, including ownership of a shipbuilding company.
